In February 2025 Breckland added its own exceptions on top of the national ones, which makes it more lenient on buyers and heirs:
- Homes actively marketed for sale can avoid the premium for up to 24 months, double the national 12-month limit.
- After a sale, the new owner can be excepted from the empty homes premium for up to 24 months.
- A buyer who paid market value but can't move in because of the home's condition can be excepted for 12 months from purchase.
- Heirs who can't live in an inherited home because of its condition can be excepted for up to 12 months.
- If the premium already applies, Breckland cannot also give an uninhabitable discount. An uninhabitable discount ends once the home has been empty for 12 months.
Second homes premium from April 2026
In February 2025 Full Council approved a 100% second homes premium from April 2026, giving the required 12 months' notice. A furnished home with nobody living in it as their main home now pays 200%, which is £4,887.34 at Band D. Homes actively marketed for let (up to 12 months), homes where probate was granted in the last 12 months, job-related homes, occupied caravan pitches and boat moorings, and holiday homes whose planning conditions stop year-round occupation are excepted. To claim an exception, use the Anglia Revenues Partnership online form and choose "Long Term Empty and Second Homes".
