East Cambridgeshire's 4.7% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.

East Cambridgeshire's 13-year council tax freeze

East Cambridgeshire District Council froze its own Band D charge at £142.14 for 2026/27. Its budget papers say this is the thirteenth year in a row it has frozen its share. The whole rise on East Cambridgeshire bills this year comes from the other bodies: Cambridgeshire County Council (£1,785.42 at Band D, including adult social care), the police, fire and combined authority precepts, and parish councils.

Districts could have added up to £5 at Band D without a referendum. The budget report says that would have raised about £167,000 a year over a tax base of 33,393 Band D-equivalent homes. The council chose to freeze instead. The same report forecasts a Collection Fund surplus worth £150,313 to the council in 2026/27, because more homes were built in 2025/26 and receipts were hit less by the cost of living crisis than expected.

The district's share is only 5.7% of a Band D bill of £2,485.18, so the freeze saves a Band D household at most £5 compared with a maximum rise.

Council Tax Support, empty homes and second homes

Anglia Revenues Partnership runs council tax for East Cambridgeshire. The council's 2026/27 Local Council Tax Reduction Scheme is unchanged from last year. It is means-tested, but working-age claimants can get at most 91.5% of their bill covered, so everyone of working age pays at least 8.5%. In a Band C home (£2,209.05) that minimum is £187.77 a year. War pensioners and pension-age claimants can get up to 100%. Working-age claimants must have under £10,000 in savings, and pensioners under £16,000.

A second-home premium starts later here than in much of England. Full Council approved it in February 2025 and it applies from 1 April 2026, so a furnished home with no main resident now pays 200%: £4,970.36 at Band D. Long-term empty homes have paid 200% after one year, 300% after five and 400% after ten since April 2025.

  • An empty, unfurnished home gets 100% off for its first month. An uninhabitable home needing major work gets 10% off for up to 12 months.
  • A local exception lets homes actively marketed for sale escape the premium for up to 24 months, double the national 12-month limit.
  • The new owner of a previously empty home can be spared the empty-homes premium for up to 24 months. If the home is unfit to live in when bought at market value, the exception is up to 12 months from purchase.
  • Bills can be paid in one go, in 10 instalments or, if you ask Anglia Revenues Partnership, over 12 months.
