Discounts and reductions

Where the 2026/27 rise came from

On a Runnymede Band D bill of £2,492.99, Surrey County Council’s share rose 5.0% to £1,938.42. Surrey Police rose 4.4% to £352.57. Runnymede Borough Council’s own share rose 3.0% to £202.00, which is about 8% of the bill. The overall increase was 4.7%. The council’s explanation of the bill notes that these percentages are worked out using a formula set by the government and rounded to one decimal place. The borough has no parish councils, so everyone in the same band pays the same.

Council Tax Support: no help for working-age households in Bands F to H

Under Runnymede’s working-age Council Tax Support scheme, working-age people in Band F, G or H homes cannot claim at all. Everyone else pays at least 20% of their bill. People classed as vulnerable pay at least 10%. This includes those who get the severe or enhanced disability premium, those in Universal Credit’s limited capability for work-related activity group, and those with a child who gets the disabled child premium. Awards worth less than £5 a week are not paid.

  • Example: on a Band C bill of £2,215.99, a working-age claimant on full support pays at least £443.20 for 2026/27, or £221.60 if classed as vulnerable.
  • The savings limit for working-age claimants is £10,000, or £16,000 if you are vulnerable. Pensioners are also limited to £16,000.
  • Second Adult Rebate is only available to pensioners. It is based on the income of the other adult, not your own, and if you qualify for both it and Council Tax Support the council awards whichever is higher.

Second homes premium coming in April 2027

Runnymede does not yet charge a second homes premium. Second homes pay the full charge with no discount. The council has announced a 100% premium from 1 April 2027, and estimates it will affect around 244 homes. It says that of the councils that will form the new West Surrey Council, it is currently the only one not charging this premium. Woking already does, and the others have announced plans to.

Empty, unfurnished homes get 100% off for up to 28 days. This is tied to the property, so a new owner only gets whatever days the previous owner did not use. Under the charges in force since 1 April 2025, the long-term empty premium is 100% after one year, 200% after five and 300% after ten, so a Band D home empty for six years costs £7,478.97 this year. Direct Debit dates are the 1st, 8th, 15th or 22nd.
