If the Class D discount ends after the home has already been empty for a year, the 200% charge applies straight away. Full council decided on 22 February 2024 to add a 100% second homes premium across the whole district from 1 April 2025. A Band D second home now pays £4,982.72.
Care leaver and carer discounts in Stroud
Stroud also offers these discounts:
- Care leavers aged 18 to 24, formerly in the care of Gloucestershire County Council or another English council, get 100% off if only care leavers live in the home. If they share liability with someone else, they get 50% off. The discount ends on their 25th birthday.
- A carer who lives with and cares for someone for at least 35 hours a week can be disregarded. The person cared for must get Attendance Allowance, the middle or highest DLA care rate, PIP daily living, Armed Forces Independence Payment, or an increase in disablement pension or constant attendance allowance. Partners, and parents caring for a child under 18, do not qualify.
- Council Tax Support is not available if you have more than £16,000 in capital. There are separate claim forms for people on and not on Universal Credit.
