VPS Pay Scales 2026: Victorian Public Service Grade 1β7 Salaries
VPS pay scales are set by the Victorian Public Service Enterprise Agreement 2024. From 1 May 2026 VPS Grade 4 pays $100,894 to $114,476 β about $2,995.14 to $3,349.39 a fortnight after tax. Next pay rise: 1 May 2027.

Rates: Victorian Public Service Enterprise Agreement 2024, in force from 1 May 2026. Hourly = annual Γ· 52.143 weeks Γ· 38 hours. Take-home is for an Australian resident in 2026β27 with the tax-free threshold, Medicare levy, no HELP debt and private hospital cover (no Medicare levy surcharge). Employer super is paid on top and not included.

How progression works
- The performance cycle runs 1 July to 30 June. Employees who meet their agreed Progression Criteria at the end-of-cycle review move up one progression step (clause 31).
- To be eligible, an employee needs 12 monthsβ continuous employment in the cycle. Progression is not automatic, and anyone who does not take part in the performance process is ineligible.
- Employees already at the top of their grade or value range get a one-off lump sum of 1.5% of salary instead of progression.
- Moving from one value range to the next (e.g. 5.1 to 5.2) is a separate decision under the Movement Between Value Ranges policy. It is not ordinary progression.
- A mobility payment of 1.25% of the top of each value range is paid as ordinary time earnings on 1 July each year, in addition to progression. In July 2026 it was e.g. $1,431 at VPS 4, $1,761 at VPS 5.2 and $3,279 at STS 7.3.
- VPS 5β7 staff appointed before the agreement whose salary is not on a Schedule C step get progression amounts instead of steps until they reach the top of the range (clause 29.9).

Good to know
- The VPS Agreement 2024 covers more than 56,000 Victorian public servants (CPSU Victoria).
- Victorian Government departments are not FBT-exempt. Salary packaging is available but has no FBT cap concession.
- Nominal expiry: CPSU says the agreement sets salaries until April 2028. 31 March 2028 is our reading and needs checking against the agreement text (fact-check row AU-PS-VIC-1).

Grades, value ranges and progression steps
A VPS position is classified at a grade (VPS 1 to 6, plus Grade 7 for Senior Technical Specialists). Most grades are split into value ranges, such as 5.1 and 5.2, and each value range has numbered progression steps, so 4.1.3 is Grade 4, value range 1, step 3. Grade 4 has a single value range of seven steps; Grade 6 has two ranges of seven steps each.
Moving up a step is not automatic. The performance cycle runs from 1 July to 30 June, and if you meet your agreed progression criteria at the end-of-cycle review you move up one step. You need 12 months' continuous employment in the cycle to be eligible, and anyone who skips the performance process is ineligible. Moving from one value range to the next (5.1 to 5.2, say) is a separate decision under the Movement Between Value Ranges policy, closer to a reclassification than a pay step.
Progression, top-of-range and mobility payments: a worked example
A VPS 4 on step 4.1.3 ($105,423) who meets the criteria moves to 4.1.4 ($107,681) after the end-of-cycle review, a $2,258 rise before the next 3% general increase. Someone already at the top step, 4.1.7 ($114,476), cannot progress, so instead receives a one-off top-of-range payment of 1.5% of salary, $1,717. Both also get the July mobility payment of $1,431 at VPS 4, so the employee at the top receives about $3,148 in lump sums that year, taxed at their marginal rate.
VPS salaries from 1 May 2027
The agreement already sets a 3% rise on 1 May 2027, the last scheduled increase. CPSU Victoria says the agreement sets salaries until April 2028; our reading of the nominal expiry (31 March 2028) still needs checking against the agreement text. Selected 2027 rates:
