At the same time it dropped the "better buy" and second adult rebate parts of the scheme for working-age claimants. It also stopped applying an extra earnings disregard to Universal Credit claims.
Worked example for 2026/27: a working-age claimant with no income in a Band C home (£1,902.26) pays at least £951.13. In a Band F home (£3,091.17), support is capped at half the Band D charge, £1,070.02, so they pay at least £2,021.15. Pensioners are not affected.
To soften the change, Bromley raised its discretionary hardship fund to £260,000. You must have applied for Council Tax Support, or had a decision on it in the last three months, before you can apply. War pensions from the Veterans Agency are fully ignored as income.
