Support, payment plans and empty homes
Kingston's 2026-27 Council Tax Reduction scheme can cover up to 100% of the bill for both pensioners and working-age claimants, depending on income, savings and who lives with you. The scheme has some unusual limits. Working-age 18- to 21-year-olds cannot get Council Tax Reduction at all unless they are care leavers. Working-age claims can be backdated by only one month (up to 26 weeks for vulnerable people, at the council's discretion). Non-dependant deductions for working-age claimants are set 8.5% above the national rates, and all claims must be made online.
- Direct debit options: monthly from 1 or 15 April, twice a year (1 or 15 April and 1 or 15 September), or yearly on 1 April. You can also pay at Post Offices and Payzone outlets.
- Kingston care leavers who live alone get 100% off until the day before their 25th birthday. There is also a young adults discount for 18- to 20-year-olds.
- Long-term empty homes pay 200% after one year, 300% after five and 400% after ten, and the premium stays with the property. Second homes have paid 200% since April 2025, from the first day. The council says there is no right of appeal against its decision to charge the premium.
- Card refunds for payments made in the last 18 months go straight back to the card.
