Croydon's council tax since the Section 114 notices

Executive Mayor Jason Perry's 2026/27 budget letter says that when he took office in 2022 the council's finance director had already had to issue two Section 114 notices, which effectively declare that a council cannot balance its budget. The effect on bills shows in the history above. Band D jumped from £1,965.66 in 2022/23 to £2,239.56 in 2023/24, a 13.9% rise including the GLA, far above the rises in the years either side.

For 2026/27 the Mayor kept the rise within the 4.99% limit for London boroughs, including the 2% adult social care precept. He says that adds about £2.30 a week at Band D, including the GLA precept. Croydon still carries about £1.4 billion of historic general fund debt, and servicing it will cost £86 million this year. The council has made £229 million of savings since 2020/21, with £34 million more planned next year and £30 million a year through to 2029.

Council Tax Support in Croydon

Croydon's scheme works out support as a percentage based on weekly household income, with three groups of claimants. Pensioners and disabled people who are not working can get 100% at any income covered by the scheme. Lone parents with a child under 5 start at 80%, and all other working-age claimants at 75%. Support for working-age claimants is capped at the Band D charge, unless they are pensioners or disabled and not working.

  • Example: a single working-age adult on £180 a week in a Band C flat gets 60% off. The Band C charge is £2,311.03. After the 25% single person discount it is £1,733.27, so about £693.31 is left to pay.
  • Disability Living Allowance and PIP are ignored as income. Disabled claimants who work have the first £50 of earnings ignored.
