Triple council tax on empty and second homes from 1 October 2026
East Dunbartonshire is using the Council Tax (Variation for Unoccupied Dwellings) (Scotland) Amendment Regulations 2026. From 1 October 2026, long-term empty homes and second homes may pay a 200% premium, so the council tax on them is tripled. A second home is furnished, not anyone's main residence, and lived in for at least 25 days a year.
- New owners bringing a long-empty home back into use: 50% off for up to six months from purchase while renovating. The triple charge applies once a year has passed since the sale, even if the work is not finished.
- Homes actively marketed for sale or let at a realistic price: 10% off between 12 and 24 months empty. The premium applies from two years, even if the home is still on the market.
- You can appeal in writing to the Revenues and Benefits team within two months of the decision. If you are still unhappy, or get no reply within two months, you can take it to the Local Taxation Chamber.

East Dunbartonshire raised council tax by 9.5% for 2026/27, to £1,751.67 at Band D, after a 13.0% rise in 2025/26. Instalments and reminders
Bills are due in 10 monthly instalments on the 1st, from April to January. Direct debit lets you pay on the 1st, 15th or 28th, over 10 months or 12 months (April to March). Community hubs take card payments only, not cash or cheques. The reminder rules are strict. If you do not pay within seven days of a reminder, you lose the right to pay by instalments. After two reminders in a year, the council can take legal action and add a 10% statutory surcharge. Water and waste water charges must still be paid even on maximum Council Tax Reduction.
