Empty homes, second homes and holiday homes

A home only counts as empty from the date the last occupant left if they lived there for at least three months. After that, the rules depend on whether it is furnished:

  • Empty and unfurnished: no council tax for up to 6 months, then 10% off from months 6 to 12, then 200%.
  • Empty but furnished: 10% off for up to 12 months, then 200%.
  • Either kind advertised for sale or rent: an extra 10% discount can apply for up to two years from when it became empty.
  • Under major repair or rebuilding: exempt until no later than 12 months after the last occupant left. New owners of a home empty for over a year may get 50% off if it is uninhabitable.
  • Second homes, furnished and lived in at least 25 days in the last 12 months: 200%, which is £2,690.63 on a Band B home before water charges.
  • Purpose-built holiday homes that cannot be lived in all year, and job-related homes, can get 50% off.

Payment dates and banding

Instalments are normally due by the 1st of each month from April to January. You can ask to pay on the 1st, 10th, 18th or 25th instead, and over 12 months rather than 10. The council says direct debit covers the current financial year only, and the customer services team on 01382 431205 can set one up by phone. PayPoint outlets take cash only.
