Triple council tax on empty and second homes since April 2026

Glasgow is using the 2026 Scottish power to go beyond double council tax. From 1 April 2026, long-term empty homes and second homes pay a 200% premium, which triples the council tax. Second homes had paid a 100% premium from 1 April 2025 to 31 March 2026. Scottish Water charges are not affected by the premium.

  • Long-term empty means empty for 12 months or more, counted from the last date it was someone's main home. Changes of owner or tenant do not reset the clock.
  • The premium does not apply to homes empty for less than 12 months, homes empty 12 to 24 months that are actively marketed for sale or let, or homes in one of the council's Transformational Regeneration Areas.
  • A second home is furnished, nobody's main residence, and lived in for 25 days or more in a rolling 12 months. If you disagree with the classification, use the council's Second Home Contact Form.
