Empty and second homes: what Renfrewshire charges
Renfrewshire uses the standard Scottish discounts, then doubles the bill after 12 months. A home that is empty and unfurnished can be exempt for 6 months from when it was last lived in, then get a 10% discount for 6 more. A furnished empty home gets 10% off for up to 12 months. After 12 months empty, council tax is doubled. A Band D home pays £3,381.12. If it is up for sale or let, you can apply for a further 12 months at a 10% discount.
The council's definition of "furnished" is strict. One removable piece of furniture is enough to make a home furnished. Carpets, curtains, built-in items and white goods do not count. Since 1 April 2024 there is no second-home discount. Second homes pay the 100% Second Home Levy, a double bill. Job-related homes and purpose-built holiday homes that can't be lived in all year get 50% off instead. Second homes are rare here: National Records of Scotland counted 105 in September 2025, compared with 857 long-term empty homes.
