Clackmannanshire's 5.6% rise compares with a Scotland average of about 7.1%. Scottish councils set their own rates, and water and sewerage charges are added on top.

What Clackmannanshire's 5.6% rise means

Clackmannanshire Council raised council tax by 5.6% for 2026/27, taking Band D from £1,594.38 to £1,683.67. The year before, it rose 13.0% after the 2024/25 freeze, so the Band D charge is now £272.71 higher than two years ago. Scottish Water's combined water service charge, collected on the same bill, went up 8.67%.

The council's page sets out the Band E to H formula. Since 2017/18 those bands have paid a higher share of Band D, so Band E is 473/360 of Band D. Bands are set by the Assessor for Central Scotland, who also covers Falkirk and Stirling. You can only appeal a band in limited cases unless you became the taxpayer in the last six months.

Empty homes and second homes

An empty, unfurnished home is exempt for up to six months from the date it was last occupied, then gets a 50% discount for six more months. After 12 months the discount ends and the bill rises to 200%. Second homes have paid 200% since April 2024. They get no discount, but are not also charged the long-term empty premium. If a furnished second home is job-related, or kept while you live in a job-related home, you can apply for 50% off.
