Discounts and reductions

Inverclyde's 7.9% rise compares with a Scotland average of about 7.1%. Scottish councils set their own rates, and water and sewerage charges are added on top.

The only council that did not freeze in 2024/25

Inverclyde's council tax history since 2023 is different from every other Scottish council's. In 2024/25, when the Scottish Government funded a national freeze, Inverclyde was the only council to raise its Band D rate, by 8.2% from £1,429.77 to £1,547.01. The Scottish Government's Band D statistics note that the increase was then reduced by a rebate to Inverclyde residents.

Because it had already moved, Inverclyde's 2025/26 rise was tiny: 0.3%, to £1,551.30, while most other councils rose by 7% or more that year. For 2026/27 it rose 7.9% to £1,673.85. Over the three years since 2023/24, Band D has risen 17.1% in total, a similar overall increase to councils that froze and then rose sharply.

Nearly half of homes are in Band A

Inverclyde has the highest share of Band A homes of any Scottish council: 17,422 of its 37,772 chargeable homes, or 46%. So most households pay £1,115.90 in council tax this year, or £836.93 if they live alone, not the Band D figure. Scottish Water charges are added on top. At the other end, 215 homes are in Band H at £4,100.93.

Because so many homes are in the lowest band, Council Tax Reduction matters a lot here. It is assessed under the Scottish national scheme and reduces the council tax part of the bill.

Second homes and empty homes

In its 2026/27 return to the Scottish Government, Inverclyde reported a 100% increase on both second homes and long-term empty properties. Those homes pay double council tax: £2,231.80 a year for a Band A home. Unlike Glasgow, East Dunbartonshire and Highland, Inverclyde has not reported using the 2026 power to go above double. The premium does not apply to water and waste water charges.
