No more discount on empty and second homes
East Renfrewshire used to give a 10% discount on second homes and long-term empty homes. It has scrapped this to bring second home charges into line with long-term empty homes, which pay a 100% premium. The long-term empty premium took effect on 1 October 2024, and owners got revised bills in September 2024.
On a Band E home the doubled charge is £4,257.39 a year, before water charges. A home under major repair can still be exempt, but only within 12 months of when it was last occupied and within six months of the repairs finishing. The council's Empty Homes Officer contacts owners to help bring homes back into use. Tell the council straight away if your property is part of Buy Back, Private Sector Leasing, Mid-Market Rent, Matchmaker or a compulsory purchase, or if you have applied for planning permission.
Council Tax Reduction and paying
You can claim Council Tax Reduction if you live in the home, are on a low income or benefits, are the person liable for the bill, and have less than £16,000 in combined savings, unless you get Pension Credit Guarantee Credit. The council aims to decide claims within four weeks, and you must send proof within 14 days of applying. Working-age claims can only be backdated if you show a good reason, such as being in hospital and too ill to claim. Council Tax Reduction does not cover the Scottish Water charges on your bill.
Direct debit can be over 10 or 12 monthly instalments on a date you choose, and existing direct debits continue automatically. The automated card line is 0141 577 3030. Cash can be paid only at the Barrhead cash office (weekdays, closed 12 noon to 1pm), not at the Eastwood headquarters, and cheques can be paid at council offices or posted.
