Even so, council tax pays for only a fifth of the council's spending. Its 2026/27 budget statement shows total net spending of £388.1 million. Of that, £274.2 million comes from Scottish Government grants, £34.7 million from business rates, £1.4 million from reserves, and £77.8 million from council tax.
The same statement puts the cost of each service per Band D home. Education and lifelong learning works out at £4,146 a Band D home, adult services £1,731, and roads, waste, parks and other infrastructure £1,258. Total spending is £7,971 for every Band D-equivalent home, so a Band D bill covers about a fifth of what the council spends on each household.
A quarter of Angus homes (14,223) are in Band A, which costs £1,065.77 in council tax this year, before Scottish Water charges.
Empty homes and second homes in Angus
Angus charges double council tax on second homes. A second home is a furnished property that nobody lives in as their main home but that is used for at least 25 days in any rolling 12 months. Homes used for fewer days are treated as empty homes. Purpose-built holiday homes that must be vacated for part of the year, tied homes provided by an employer and homes let to tenants are not charged 200%. Water and sewerage charges are never doubled.

Flexible payment plans
Monthly direct debits can be taken on the 1st, 9th, 16th or 24th, over 10 months (April to January) or 12 months (April to March). Fortnightly plans have 21 or 26 payments, and weekly plans 42 or 52, usually collected around a Friday. You can also pay the whole year by 1 May. If you have had a reminder, you can propose a plan online, such as reduced payments for a while or a short payment break.
Bands are set by the Tayside Assessor (Tayside Valuation Joint Board), who also covers Dundee City and Perth & Kinross. You appeal to the Assessor, not the council. Council Tax Reduction is assessed under the Scottish national scheme and does not cover water and sewerage.
