What the 7% rise pays for

North Lanarkshire split its 7% rise in two. Two percentage points go to the council's Community Investment Fund, for community hubs, roads, housing, leisure and town centres. The other five protect day-to-day services. At Band D the rise is £1.96 a week. Most homes are in Bands A and B, where it is £1.30 and £1.52 a week.

The budget also added £32 million to the five-year capital programme. Named projects include £2.5 million for the Time Capsule in Coatbridge, £845,000 to restore the hall at Colzium House for a new Kilsyth Heritage Museum, £820,000 to turn the Four Isles Community Centre in Airdrie into an arts and music venue, and new surfaces for eight sports pitches. Council tax covers only about 16% of the council's spending. The Scottish Government funds 83%.

Second homes and empty homes in North Lanarkshire

Councillors voted on 15 February 2024 to add a 100% levy to second homes from 1 April 2024. Before that, second homes got a 10% discount. A Band D second home now pays £3,109.12 council tax. Purpose-built holiday homes and job-related homes still get a 50% discount.

The levy affects very few households here. National Records of Scotland counted only 56 second homes in September 2025, down from 74 in 2023. Long-term empty homes are the larger issue: 2,452 homes (1.5% of dwellings). A home used for fewer than 25 days a year is treated as empty, and the empty-home discount, exemption or premium applies depending on when it was last lived in.

North Lanarkshire collected 94.5% of 2024-25 bills in the year, against a Scottish average of 95.5%.
