Epsom & Ewell does not run a traditional Council Tax Support scheme for working-age residents. Since 1 April 2021 it has used a Council Tax Income Discount (CTID). This is a banded discount of 80%, 65%, 50% or 40%, worked out from monthly household income and household size. Everyone pays at least 20%, and savings of £6,000 or more rule you out. Pension-age residents still claim the national Council Tax Support from the benefits team.
Worked example: a single adult with monthly income of £600 is in CTID band B (65%). In a Band C flat, the single person discount takes £2,249.64 down to £1,687.23, and 65% off that leaves £590.53 to pay in 2026/27.
- Apply online. You need to upload proof of your National Insurance number, and the confirmation email tells you straight away which band you qualify for.
- A mixed-age couple, where one partner is still of working age, applies for CTID rather than pension-age support.
- Keep paying the instalments on your current bill until an adjustment notice arrives.

No second-homes premium until April 2027
Epsom & Ewell has not yet brought in the second-homes premium. Its empty properties page says that furnished homes that are nobody's main home get no discount, and that from 1 April 2027 they will pay a 100% premium: on a Band E home that would be £6,186.50 at 2026/27 rates. Its exceptions will include a local class (Z1) for furnished homes between tenancies, limited to one month.
Unfurnished homes already pay a 100% premium after one year empty, 200% after five years and 300% after ten. There is no discount for an empty home at any stage.
Direct debits can be taken on the 1st, 8th or 22nd of the month. Other payments are due by the 1st. You can phone 01372 732000 to spread the year over 12 instalments. If you fall behind and do not catch up after a reminder, you lose the right to pay by instalments.
