Why Adur bills rose in 2026/27, parish by parish

Adur District Council raised its own district element by 2.9% for 2026/27, and the separate Adur special expenses charge (which pays for district services in the unparished areas) by 1.2%. Those are the only parts the district controls. West Sussex County Council added 4.9% to its share, Sussex Police and Crime Commissioner 5.6%, Lancing Parish Council 5.5% and Sompting Parish Council 2.5%.

Because the parish and special-expenses parts differ, the council publishes a different overall rise for each part of the district: Lancing +4.8%, Sompting +4.7%, and Shoreham, Southwick and Coombes +4.7%. The district's own £353.99 at Band D is small next to West Sussex County Council's £1,890.36, so most of any year's increase is decided by the county rather than by Adur.

Second homes and empty homes in Adur

Adur charges a 100% second homes premium from 1 April 2025, approved at full council on 22 February 2024. A furnished home that is nobody's main residence therefore pays double: £5,096.56 at Band D, or £4,530.28 at Band C, the district's most common band.

Adur stopped giving any discount on empty, unfurnished homes from 1 April 2020, so the full charge applies from the first day a home is empty. It also abolished the old discount for homes under major repair at the same time. The long-term empty premium has started after one year since 1 April 2024:

  • The empty period counts from the date the home was last occupied, not from when the premium rules changed, and it is not reset by a sale.
  • National exceptions apply, including 12 months while a home is actively marketed for sale or let and 12 months after probate is granted.

Council Tax Support and paying in Adur

Adur's working-age Council Tax Support scheme is means-tested, and its 2026/27 scheme document sets the maximum award at 100% of the bill (less any deductions for other adults in the home). You cannot claim with more than £16,000 in capital. Universal Credit claimants still have to apply separately, online, and the council aims to decide claims within 20 days.
