Local discounts and support in H&F
H&F runs one of the most generous support schemes in London. The tax base report says H&F and the GLA "absorb the full cost" of Council Tax Support, which mirrors the old Council Tax Benefit rules. That means a working-age claimant on a very low income can still have the whole bill covered. The council also says it does not use enforcement agents (bailiffs) to collect council tax from people who claim Council Tax Support.
- 100% local discount for care leavers up to age 25, H&F's in-house foster carers and special guardians.
- A new 25% discount for armed forces veterans from 1 April 2026.
- Direct debit can be spread over 12 instalments, on the 1st, 8th, 15th, 21st or 28th of the month. More than 60% of accounts pay this way.
