Havant's full council agreed on 28 February 2024 to add a 100% premium to second homes from 1 April 2025. The council is reviewing every property it lists as a second home, and owners whose circumstances have changed must fill in a second home review form. To decide which of two homes is someone's main residence, the council looks at factors such as where your partner or family lives, where your children go to school, where you are registered with a GP, and the address you have given to your home and motor insurers and the DVLA. Job-related dwellings are exempt from the premium, but not an extra flat kept to be nearer work while the family home is elsewhere.
