Council Tax Support: up to 100%, but Child Benefit counts

Working-age residents on a low income can get up to 100% of their council tax paid through Rushmoor’s Council Tax Support scheme. But the scheme counts some income that many councils ignore. Child Benefit and child maintenance are both treated as income when your support is worked out. Since April 2018 the scheme has also counted no more than two children.

If you have savings over £6,000 you cannot get support. You apply on a claim form, which you can download or ask for by phone or email, and the award is credited to your account for the whole year. On a Band C bill of £2,062.47, full support would take your bill to nothing. If you fall behind with payments, you have seven days after a reminder to catch up. If you do not, you lose the right to pay in instalments and must pay the rest of the year within another seven days. An exceptional hardship fund can help people already on support.

Empty homes premium after two years

Rushmoor starts its empty homes premium after two years, not one. The bill doubles after two years empty and unfurnished, triples after five years and quadruples after ten. If you buy or rent a home that has already been empty that long, you pay the premium from day one. A Band B flat empty for three years costs £3,609.32 in 2026/27. Exceptions include homes being marketed for sale or let and homes undergoing major repairs, each for up to 12 months, and inherited homes for 12 months after probate.

Bills are normally split into 10 instalments due on the 1st, April to January. If you pay by Direct Debit you can choose the 1st, 10th or 20th. You can also pay the full year within 14 days of the first instalment, or in two halves, with the second half due by 1 September.
