Discounts and reductions
- Living alone: 25% off — a Band A bill in Leeds drops from £1,522.49 to £1,141.87.
- Council Tax Reduction: Leeds runs its own scheme for people on low incomes or benefits — rules differ from council to council in England.
- Disregards and exemptions: full-time students, student halls, some carers and people with a severe mental impairment are not counted; all-student homes pay nothing.
- Disabled Band Reduction: if your home has been adapted for a disabled person you may be billed one band lower (Band A homes get a reduction of 1/9 of Band D).
Leeds's 5.1% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.
Leeds Council Tax Support: 75%, or 100% for protected groups
Leeds caps working-age Council Tax Support at 75% of the bill. Protected groups can get up to 100%. These are war widows and war pensioners, and, until they move to Universal Credit, disabled people with an enhanced or severe disability premium, lone parents with a child under five, and carers entitled to Carer's Allowance. Universal Credit claimants are capped at 75% even if they are in a protected group, unless they get a war pension.
To soften this, Leeds offers discretionary support of up to 100% for people who lost protected status when they moved to Universal Credit. It applies where their award fell by at least 25% and they can show hardship. Pensioners whose savings are too high can apply for a Second Adult Rebate based on the income of another adult in the home. On a Band B bill of £1,776.23, a 75% award leaves £444.06 to pay.
Paying and premiums in Leeds
- Direct debit dates are the 10th, the 20th or the last day of the month, over 10 months (April to January) or 12. Card payments made before 5pm reach your account the next working day.
- The long-term empty premium doubles the bill after a year. The clock does not reset when a home is sold. In the council's example, a buyer who takes over on 15 April 2025 a home empty since 10 May 2024 pays double from 10 May 2025.
- Since April 2025 the second homes premium has applied to furnished lets between tenants, and to a flat rented near work while your main home is elsewhere.
