Council Tax Support: 77.5% cap for working-age claimants
York's Council Tax Support gives working-age claimants at most 77.5% off, while those of Pension Credit age can get up to 100%. You must have under £16,000 in savings. Band C is York's most common band (27,420 homes) and costs £2,033.02 in 2026/27. A working-age household on the maximum award still pays £457.43 a year, or £343.07 if the single-person discount also applies.
If you cannot pay the rest, you can apply for a discretionary payment from the York Crisis and Resilience Fund. If you rent and claim Housing Benefit, that claim counts as a claim for Council Tax Support too.
Second homes, empty homes and instalment plans
Since 1 April 2025, York has charged a 100% premium on second homes, which costs £4,574.30 a year at Band D. The council says it wants to reduce the number of empty properties to meet the city's housing need. The premium does not apply to homes whose occupancy is restricted for part of the year, to furnished homes let long-term to a tenant as their main home, or to caravan pitches and boat moorings. Empty and unfurnished homes pay the full charge for the first 12 months, then double, rising to three times after five years and four times after ten. The premium stays with the property when it is sold.
