North Devon's banded Council Tax Reduction: 100% to 20%

North Devon Council's working-age Council Tax Reduction can cover the whole bill. It uses five bands based on net weekly household income: 100%, 80%, 60%, 40% and 20%. Anyone on Income Support, income-based JSA or income-related ESA goes straight into the 100% band. CTR is shown on your council tax bill instead of in a separate award letter. You must apply, as it is not given automatically.

Worked example: a single person with £150 a week of net counted income falls in band 3 (60%). On a Band B home (£2,055.05 in 2026/27), they get £1,233.03 off and pay £822.02. A couple with children on the same income is in band 1 and pays nothing.

  • Net weekly income after tax, National Insurance and half of any personal pension contribution. £25 a week of earnings is ignored, plus another £25 if the claimant or partner gets a disability benefit.
  • DLA, PIP, Armed Forces Independence Payment, Child Benefit, child maintenance, war disablement benefits, Carer's Allowance and the ESA support component are not counted.
  • Savings over £6,000 rule you out. Self-employed people trading for 12 months or more are assessed on 35 hours at the minimum wage for their age.
  • If you still cannot pay, you can apply to the Exceptional Hardship Fund. The council expects you to have taken steps first, such as switching to 12 instalments and getting debt advice.

Second homes and empty homes in North Devon

North Devon Council decided on 17 January 2024 to charge a second-homes premium, and it started on 1 April 2025. Furnished homes that are nobody's main residence pay double, including those with planning limits on occupation unless an exception applies. A Band B second home pays £4,110.10 in 2026/27.

An empty, unfurnished home can get a discount for up to three months. After a year empty, a 100% premium applies, rising to 200% after five years and 300% after ten. The empty period starts the first day the home is unoccupied and substantially unfurnished, and a sale does not reset it. A buyer can inherit both the premium and the loss of the discount. The council counts a home as substantially unfurnished if it lacks the beds, sofa, table, fridge, freezer and cooker needed to live in it comfortably.

You can pay by direct debit in 1, 2, 10 or 12 instalments. Fewer instalments are available as the year goes on.
