The rise in Redditch is well above the usual English increase because of Worcestershire County Council, not the borough. For 2026/27, the government allowed only three social care councils in England to raise council tax by up to 9% without a referendum: Worcestershire, North Somerset and Shropshire. The 9% is made up of 2% for adult social care and 7% for other spending. Everywhere else the limit was 5%. The county's share is £1,760.80 of the £2,462.95 Band D bill, so its increase drives the total. Redditch Borough Council’s own share is £285.94, and as a shire district it is limited to 3% or £5, whichever is higher.
Council Tax Support: five income bands, up to 100%
Since April 2021, Redditch has assessed working-age Council Tax Support using income bands. Unlike many English councils, it still lets the lowest-income households get the whole bill paid. The council says one advantage of the bands is for Universal Credit claimants whose earnings change from month to month. Their discount stays the same unless their income moves into a different band. In the council’s example, a single person earning £130 a week who moves to £140 stays in band 2. Their bill and instalments do not change.

Empty homes and second homes
A vacant, unfurnished home gets 100% off for its first 14 days. After that the full charge applies.
