Discounts and reductions
- Living alone: 25% off — a Band B bill in Rutland drops from £2,129.23 to £1,596.92.
- Council Tax Reduction: Rutland runs its own scheme for people on low incomes or benefits — rules differ from council to council in England.
- Disregards and exemptions: full-time students, student halls, some carers and people with a severe mental impairment are not counted; all-student homes pay nothing.
- Disabled Band Reduction: if your home has been adapted for a disabled person you may be billed one band lower (Band A homes get a reduction of 1/9 of Band D).
Rutland's 2.5% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.
One unitary council, plus police and fire
Rutland is a small unitary council, so one authority provides education, social care, roads, waste and housing services, and its own Band D charge of £2,263.33 is most of the bill. Leicestershire Police (£315.23, up £15) and Leicestershire Fire (£91.65, up £5) bring the total before parish precepts to £2,670.21. In its 2026/27 budget, approved on 26 February 2026, council tax raises £36.95 million. That is 38% of the council’s £96.2 million of income, and Revenue Support Grant provides only £7.6 million.

Parish precepts in Rutland
Rutland’s parish precepts average £67.37 at Band D. Some small parishes, such as Ayston and Barrow, charge nothing, so a Band D home there pays just £2,670.21. Others add more. In Ashwell, Band D is £2,711.87, and in Barleythorpe it is £2,697.50. The council’s explanatory notes list every parish. Empty homes, second homes and help with the bill
- Since 1 April 2025, second homes have paid a 100% premium. A furnished Band E second home with no parish precept costs £6,527.18 a year, double the £3,263.59 standard charge. If the home was empty and unfurnished before it was furnished, the council says it goes back to whatever empty-homes stage applies, so a home that had been vacant for five years pays the 200% empty homes premium (300% in total) as soon as it is left empty again.
- Empty, unfurnished homes pay a 100% premium after one year, 200% after five and 300% after ten.
- You can only apply for an exception to the premium once a bill that includes the premium has been issued. Each time-limited exception can be used only once per owner. If a home was already on the market before the premium started, only the rest of the 12-month marketing exception is left.
- Armed forces members who leave a home empty and unfurnished pay the normal charge with no premium. If the home is left furnished while they live in UK forces accommodation, they may get 50% off.
- Direct Debit dates are the 1st, 15th or 24th. You can pay over 12 months instead of 10 by emailing the local taxation team.
