Discounts and reductions
- Living alone: 25% off — a Band C bill in Greenwich drops from £1,873.65 to £1,405.24.
- Council Tax Reduction: Greenwich runs its own scheme for people on low incomes or benefits — rules differ from council to council in England.
- Disregards and exemptions: full-time students, student halls, some carers and people with a severe mental impairment are not counted; all-student homes pay nothing.
- Disabled Band Reduction: if your home has been adapted for a disabled person you may be billed one band lower (Band A homes get a reduction of 1/9 of Band D).
Greenwich's 4.8% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.
What the 2026/27 rise means in Greenwich
The Royal Borough of Greenwich raised its own council tax by 4.99%. That is 2.99% for general services (about £46 a year at Band D) and 2% for the adult social care precept (about £30). The Greater London Authority precept rose 4.1%, about £20 at Band D, to £510.51. It pays for Transport for London, the Metropolitan Police and the London Fire Brigade. The council's leader says that for many residents the total rise is £1.85 a week, of which 39p goes to the GLA.
Together, the borough's Band D charge is £1,597.35 and the total is £2,107.86. The council lists the pressures behind the rise: about £13 million a year on homeless households in temporary accommodation, £108 million on children in need and in care, £145 million on adult social care, and £34 million of inflation and population growth this year. It forecasts a £35 million budget gap by 2027/28 if funding does not change.
Support, premiums and paying
Greenwich says it gives £22 million a year in Local Council Tax Support to about 19,000 residents, an average of roughly £1,160 each. People who still cannot pay can apply to a Council Tax Hardship Fund alongside the Housing Payment scheme.
Greenwich gives no discount for a home that cannot be lived in because it needs major work. The council suggests asking the Valuation Office Agency to remove the property from the council tax list, but warns that it may be given a higher band when it comes back. Empty-home premiums start at 100% and rise the longer a home is empty, up to four times the normal bill: £8,431.44 at Band D. The same guide sets out a separate premium for second homes.
Bills are normally spread over 10 monthly instalments from April to January. You can ask for 12, from April to March, and choose your own direct debit date. Any arrears from earlier years must also be cleared by 31 March. You can pay at a Post Office by cash, debit card or cheque, or with cash at a PayPoint outlet using a payment card from the council.
