Homes in Band D or above are assessed on the Band C charge, and the smallest award is £3 a week.
The council's own example is Sarah, a single parent with three children earning £1,000 a month. That is £230.77 a week, under her £260 Band 3 limit, so she gets 44%. If she lives in a Band B home (£1,935.31 in 2026/27), her single person discount brings that to £1,451.48, and after the 44% reduction she would pay about £812.83 for the year.
Terminal illness discount and empty homes
Since 1 April 2026 Knowsley has offered a terminal illness discount of up to 100%. It applies if anyone in the household has an SR1 form. Other discounts are applied first, and this one clears the rest. It lasts until the person moves out or until 8 weeks after their death, and continues if they move into a hospice for end-of-life care.
