Liverpool's banded Council Tax Support scheme

Liverpool City Council's working-age Council Tax Support is an income-banded scheme. It covers at most 84% of the bill, and support is capped at the Band B charge. The band you fall into depends only on your monthly net earnings.

Worked example: a working-age household with no earnings in a Band A home (£1,782.39 in 2026/27) gets 84% off and pays £285.18 a year. The same household in a Band C home gets 84% of the Band B charge (£1,746.75) and pays £629.78.

  • Couples get earnings bands £50 a week wider, and households with children get £25 a week wider per child.
  • Other adults in the home reduce support: £20 a week for one working 16 hours or more, and £5 a week otherwise.
  • Self-employed claimants are assessed on a minimum income floor, as in Universal Credit.
  • If you claim Universal Credit with housing costs, the DWP tells the council. Apply yourself if no reduced bill arrives within 4 weeks.

Second homes, empty homes and local discounts

Liverpool gives no discount on empty, unfurnished homes, so the full charge applies from day one. After 12 months empty the bill doubles, after 5 years it triples and after 10 years it is four times the normal charge. The clock starts when the home first became empty, even if it has since been sold. Second homes pay 200%.

The council gives its own care leavers a reduction of up to 100% until they turn 25, and may still qualify if they now live outside Liverpool. Foster carers from its in-house pool can get 100% off. Direct debits can be taken on the 1st, 7th, 15th, 21st or 28th of the month, over 10 or 12 instalments.
