Pendle’s Council Tax Support lets you apply with savings of up to £16,000. Many English councils set a lower limit of £6,000 for working-age claims. The council also still offers Second Adult Rebate.   • The council inspects homes to decide whether they are “substantially unfurnished”. A one-bedroom flat with a bed, sofa, fridge and cooker is likely to count as furnished. A four-bedroom detached house with the same items is likely to count as unfurnished.
  • Second homes: Pendle began charging a 100% premium on 1 April 2026, a year later than many councils. A Band B second home now pays £4,106.95.

Parish precepts and “freeman” challenges

Pendle’s parish and town councils add an average of £134.59 at Band D, so the exact bill depends on which town or parish you live in. The council also publishes a page warning residents that “Freeman on the Land” arguments do not let anyone avoid council tax. These include claims about consent, Magna Carta or admiralty law. The council says liability comes from the Local Government Finance Act 1992 and that it will take recovery action against anyone who withholds payment. It points to a 2015 case at Manchester Magistrates’ Court in which a man who ran “freeman on the land” defences ended up in prison for 40 days.
