Discounts and reductions
- Living alone: 25% off — a Band A bill in Rochdale drops from £1,733.89 to £1,300.42.
- Council Tax Reduction: Rochdale runs its own scheme for people on low incomes or benefits — rules differ from council to council in England.
- Disregards and exemptions: full-time students, student halls, some carers and people with a severe mental impairment are not counted; all-student homes pay nothing.
- Disabled Band Reduction: if your home has been adapted for a disabled person you may be billed one band lower (Band A homes get a reduction of 1/9 of Band D).
Rochdale's 5.8% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.
How a Rochdale Band D bill is made up
Rochdale Borough Council’s 2026–27 bands show four separate charges. These are the council’s own charge, the adult social care precept, and two precepts set by the Mayor of Greater Manchester: one for police and crime, and a general precept that includes fire services. Rochdale has no parish councils, so everyone in the same band pays the same.
| Charge (Band D) | Amount | Band A |
|---|---|---|
| Rochdale Council | £1,797.77 | £1,198.51 |
| Adult social care precept | £363.81 | £242.54 |
| Mayoral police and crime precept | £285.30 | £190.20 |
| Mayoral general precept (incl. fire) | £153.95 | £102.63 |
| Total | £2,600.83 | £1,733.89 |
Weekly, quarterly or yearly: Rochdale’s payment plans
Rochdale’s Direct Debit offers a wide range of payment plans, and Direct Debit is the only method that lets you pick your date. You can pay weekly, fortnightly or every four weeks, always on a Friday. You can pay 10 or 12 times a year on the 9th, 15th, 19th or 25th. You can also pay quarterly (9 April, July, October and January), twice a year (9 April and 9 October), or in one payment on 9 April. If you do not pay by Direct Debit, each instalment is due by the 10th of the month.
Be careful when paying off arrears. The council puts a payment that matches one or more of your current-year instalments towards this year’s bill, not towards older debts: with £200 of arrears and £100 monthly instalments, a £200 payment clears this year’s instalments and leaves the arrears. Only a payment that does not match an instalment goes to the oldest debt first.
Local discounts and empty homes
- Special Constables who have finished a year’s probation and served at least a year in the borough can get 50% off.
- Armed forces members who are the only occupant of their home and are away on service can get 100% off. You need a letter from the Ministry of Defence.
- Care leavers aged 18 to 25 who were looked after for at least 13 weeks since the age of 14 get a discount. Their social worker tells the council, so they do not need to apply.
- There is no discount for empty, newly built or renovated homes, or for second homes. Empty, unfurnished homes pay 200% after one year, 300% after five and 400% after ten. Second homes have paid 200% from day one since 1 April 2025. On a Band A home that is £3,467.77.
