Discounts and reductions

Salford's 5.8% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.

Salford runs four Council Tax Reduction schemes

Salford City Council has four Council Tax Reduction schemes for 2026/27. Pensioners use the national scheme and can get up to 100% off. Working-age households not yet on Universal Credit are assessed under the older means-tested rules. Households on Universal Credit use an income-banded scheme based on the monthly data the DWP sends the council. The fourth is a transitional protection scheme for people moved onto Universal Credit after 1 April 2026.

Under the Universal Credit scheme, the most you can get is 88% off, so everyone pays at least 12%. Your income is your Universal Credit payment after taking off the housing, disabled child, carer, limited capability for work and childcare elements, plus your net earnings and other income. The council ignores 45% of any private or state pension. Disability benefits, Child Benefit and war pensions are not counted.

  • Example: a single person on Universal Credit with £500 a month of income that counts gets 75% off. A Band A bill of £1,729.63 would fall to £432.41 for 2026/27. At the 88% maximum it would be £207.56.
  • Families with children have higher income thresholds. For a family with one child, the 88% band runs up to £1,053.09 a month.
  • Transitional protection lasts six months. It applies if you were getting Council Tax Reduction the day before you moved to Universal Credit, and the banded scheme would cut your support by more than 20%.

How a Salford Band D bill is made up

Of the £2,594.45 Band D charge, £285.30 is the Greater Manchester Mayor’s police and crime precept and £153.95 is the mayoral general precept, which includes fire services. The rest goes to the city council, including the adult social care precept. Salford has no parish councils, so the same band costs the same anywhere in the city.

Paying in Salford

Direct Debits can be taken on the 1st, 5th, 15th or 25th of the month, over 10 or 12 months. A payment may be collected up to three days after the agreed date. Salford also accepts council tax payments through GOV.UK Pay, including Apple Pay and Google Pay. If you fall behind, the council may text or email you a secure payment link that already includes your account number and the amount you owe. Account numbers have eight or nine digits and start with an 8 or 9. If you think a discount, exemption or exception to an empty or second homes premium applies, Salford uses one online form for all of them and decides which applies; you must tell the council if your circumstances change, or it may take court action.
