How the council is funded

Sheffield City Council spends about £1.9 billion a year serving around 600,000 people. About £1.2 billion of that is paid for by specific grants, fees and charges, such as council house rents. The remaining £699 million is funded 46% by council tax and the adult social care precept, 31% by locally retained business rates, and 24% by Revenue Support Grant from the government, which is £165 million in 2026/27.

On top of the council’s share, the South Yorkshire Mayor sets the police precept (£280.04 at Band D) and South Yorkshire Fire and Rescue takes £95.05. Only some parts of the city have a parish or town council, which is why the average parish figure is just £4.84.

Support, premiums and paying

  • You apply for Council Tax Support online, and if you qualify it is given as a discount on your bill. You cannot get support if you, your partner, or both of you together have savings over £16,000, unless you get the guarantee part of Pension Credit. Pensioners are also checked for Second Adult Rebate and get whichever gives the bigger reduction.
  • If you already get Council Tax Support and still cannot pay, the Council Tax Hardship Scheme can help.
  • Homes empty and unfurnished for between 12 and 60 months pay a 100% premium. This rises to 200% after 60 months and 300% after 120 months. Since 1 April 2025, furnished homes that are nobody’s main home have paid an extra 100%, so a Band A second home costs £3,346.88 this year. The council says the aim is to bring these properties back into use as homes for people in Sheffield; queries about long-term empty premiums go to a dedicated mailbox, ltepqueries@sheffield.gov.uk.
  • Online and phone payments must be made with a debit card, as Sheffield does not accept credit cards. Online payments take about five working days to reach the council, so pay at least five days before the due date; phone payments are credited the same day. You can pay by Direct Debit over 10 or 12 months, or with the barcode on your bill at a Post Office (up to £1,000) or PayPoint (cash up to £200).
