Council Tax Support in North East Lincolnshire: a 65% ceiling

North East Lincolnshire Council's working-age Council Tax Support is a banded discount capped at 65%. Even the lowest-income working-age household pays at least 35% of its bill. People on Income Support, income-based Jobseeker's Allowance or income-related ESA go straight into the top 65% band. Everyone else is placed in one of five bands based on weekly household income and family size: single, couple, family with one child, or family with two or more children. Bands do not get wider for a third or later child.

With 51% of homes in Band A, the typical 2026/27 bill is £1,655.90. At the 65% maximum, a working-age household still pays £579.56, about £57.96 a month over 10 instalments. The lower bands give 50%, 35% and 20% off, so a Band A household on 20% pays £1,324.72. Pension-age claimants are assessed under the national scheme and can get up to 100%.

  • No deductions are made for other adults in the home, such as grown-up children.
  • Attendance Allowance, DLA, PIP, Carer's Allowance, ESA, Child Benefit, child maintenance and war pensions are not counted as income. There is an extra £50 a week disregard if the claim includes a disability benefit, and the housing costs part of Universal Credit is ignored.
  • Half of any pension contributions is deducted from earnings before the bands are applied.
  • Self-employed people trading for over 12 months are assessed on a minimum income floor: 35 hours at the National Living Wage, or 16 hours for single parents.
  • Working-age savings must be under £6,000. Claims can be backdated up to 3 months if you ask.

No empty-home discount, and paying in North East Lincolnshire

Since 1 April 2016, North East Lincolnshire has given no exemption for homes that are empty and unfurnished or undergoing structural work. The full charge applies from the day a home becomes empty. A single person discount cannot be given on an unoccupied home either. If you get a single person discount review form, return it within 14 days. Otherwise the discount can be cancelled back to the start of the financial year.

Direct debits can be taken on the 1st, 8th, 15th or 22nd, normally over 10 months from April to January, or 12 if you ask. Other monthly payments are due on the 1st or 15th. If you miss payments, you can lose the right to pay in instalments. Severe mental impairment discounts can be backdated up to six years with evidence such as a doctor's certificate.
