East Riding of Yorkshire Council plans gross spending of £1,174 million in 2026/27. Only 21.8% of that, £256.6 million including special expenses, comes from council tax. The rest is customer income, specific grants, government grants and retained business rates. The council tax requirement rose from £240.2 million to £255.0 million. The council is also drawing much less from reserves: £1.2 million this year compared with £14.5 million in 2025/26.
The council notes that the government allowed councils to raise council tax by up to 4.99% in 2026/27 without a referendum. Its own Band D charge is now £1,968.90. Humberside Police, Humberside Fire and Rescue and parish councils make up the rest of the £2,466.08 area average.
Council tax support: 80% maximum, savings limit £6,000
From April 2025 East Riding raised the most a working-age household can get from 75% to 80% of the bill. Awards come in fixed steps of 80%, 70%, 60%, 50% or 25%, set by household make-up and weekly income. People on income-based JSA, income-related ESA or Income Support get the full 80% automatically. Savings over £6,000 rule you out.
Worked example: a household on the maximum award in a Band A home (£1,644.05 in 2026/27) still pays 20%, or £328.81 a year. In Band B it pays £383.61.
For 2026/27 the income bands were raised by 3.8%, while the basic rate of Universal Credit rose by 6.1%. The council warns that some single people and couples aged 25 and over, and some families on the higher Universal Credit child element, will move into a lower-support band as a result. The UC housing element and the disabled child, carer and limited capability for work elements are ignored. The council is consulting on further changes for April 2027, with the consultation closing on 3 November 2026. An Exceptional Hardship Fund can help people who still owe council tax after their reduction.
Direct debit dates and second homes
About 8 in 10 East Riding households pay by direct debit. You can choose the 1st, 5th, 15th or 25th of the month, over 10 instalments from April to January or 12 from April to March, and change the date in your online council tax account.
On the Yorkshire coast, second homes have paid a 100% premium since April 2025, so a Band C holiday cottage pays £4,384.14. The council counts a home as furnished if it has enough furniture to live in, such as a fridge, cooker, sofa, beds and wardrobes. Homes let commercially as self-catering accommodation may be moved to business rates instead. Long-term empty homes pay a premium after one year, up to four times the normal charge.
