Rotherham stayed below the 4.99% limit again

Rotherham Council raised its own share by 3.95% for 2026/27: 1.95% on the basic rate and 2% for the adult social care precept. That is a full percentage point below the 4.99% it could have charged without a referendum. The council leader says it is the seventh year in a row Rotherham has stayed below the government limit. He says this was possible because changes to how the government funds councils have helped Rotherham, and that it saves the average family £100 a year.

The council’s Band D charge, before police, fire and parish precepts, rises from £1,870.63 to £1,944.52. Its net revenue budget grows from £359.0 million to £394.3 million. Revenue Support Grant rises from £19.3 million to £78.5 million, while other government grants fall from £83.8 million to £44.3 million. The council says it is putting an extra £14 million into children’s and adults’ social care and £2.7 million into road repairs.

Council Tax Support covers up to 91.5% for most working-age claimants

Rotherham’s 2026 to 2027 Council Tax Support scheme is means-tested on the old Council Tax Benefit model. For most working-age claimants, the maximum reduction is 91.5% of the bill, so they pay at least 8.5%. On a Band A home at the borough’s average parish rate that is £134.95 for 2026/27, or £157.45 in Band B. Pensioners can get up to 100%. Savings over £16,000 rule you out. The scheme has a separate class (Class F) for Rotherham care leavers aged 18 to 21, and those aged 21 to 25 in full-time education, whose maximum reduction is 100% of the bill. In Rotherham only pensioners can claim Second Adult Rebate.

Second homes premium arrived a year late

Rotherham chose not to charge a second homes premium in 2025. On 5 March 2025 the council agreed to bring in a 100% premium from 1 April 2026, giving the 12 months’ notice the law requires. Since then, furnished homes that are nobody’s main home have paid double. This includes homes left empty but furnished between occupants. A Band C second home costs £4,233.83 this year, at the average parish rate. The usual national exceptions apply, such as homes being actively marketed for sale or let (for up to 12 months), job-related homes, and seasonal homes that cannot be lived in all year.
