Oklahoma rates: a low state rate, high local rates

Oklahoma’s state sales tax is only 4.5%, but cities and counties add an average of 4.56%, so local taxes often exceed the state’s share. The average combined rate is 9.06%, and the highest local combinations reach 11.5%. In Oklahoma City the rate is 8.625%, of which 4.125% is local.

The Oklahoma Tax Commission’s Sales and Use Tax Rate Locator gives the rate for an address. For in-store sales, the store’s location sets the rate. For deliveries, the rate is the one where you receive the item.

Groceries: 0% state tax, local tax still applies

Since August 29, 2024, Oklahoma has charged no state sales tax on food and food ingredients. HB 1955 cut the state rate on groceries from 4.5% to 0%. City and county sales taxes still apply to groceries, so your grocery receipt still shows tax at the local rate. Prepared food, alcoholic beverages and dietary supplements remain taxed at the full state and local rate.

Worked example in Oklahoma City: $200 of groceries carries only the 4.125% local tax, $8.25. Before the change the same groceries would have cost $17.25 in tax. A $15 deli sandwich (prepared food) still carries the full 8.625%: $1.29. The Tax Commission publishes a product guide and flowchart for items that are hard to classify.

Tax-free weekend for clothing and shoes

Oklahoma has an annual back-to-school sales tax holiday, created by a 2007 law. It removes state, county and city sales tax from each item of clothing and footwear priced under $100. It runs from 12:01 a.m. on the first Friday in August through midnight Sunday; in 2026 that was August 7–9.

The $100 limit is per item. A $95 pair of jeans is tax-free, but a $105 jacket is taxed on the full price. Accessories such as jewelry, handbags, luggage, umbrellas, wallets and watches do not qualify, and neither do athletic or protective clothing not normally worn outside that activity, or clothing rentals. Unlike some states’ holidays, Oklahoma’s covers only clothing and footwear.

Paying cash now that pennies are scarce

Since penny production ended in 2025, Oklahoma allows stores to round cash totals to the nearest nickel. The Tax Commission says the sales tax itself does not change. Retailers must still calculate tax to the nearest cent on the price before any rounding, and must send the exact tax shown on the receipt to the state.

The Commission’s example: a $25.50 item at a 9.5% rate carries $2.42 of tax, for a $27.92 total. A store that rounds cash may charge $27.90, but the tax is still $2.42.

Tax-free weekend math

The holiday’s $100 limit is “less than $100”, so an item priced at exactly $100 is taxed. At Oklahoma City’s 8.625%, a shopping trip on the 2026 tax-free weekend would have looked like this:

  • $95 jeans: under $100, exempt from state and local tax, $0.00.
  • $105 jacket: $100 or more, taxed on the full price, $9.06.
  • $40 handbag: an accessory, not clothing, $3.45.

Oklahoma compared with neighboring states

Oklahoma’s 4.5% state rate is among the lowest in the region, but its average combined rate is close to Arkansas’s and above Texas’s. Since August 2024, Oklahoma charges no state tax on groceries, which brings its grocery costs closer to those in Texas.

Use tax and vehicles

Oklahoma use tax applies to goods bought elsewhere and brought into the state to store, use or consume. If your county or city also levies a use tax, you owe that too. Retailers with a place of business in Oklahoma, and out-of-state sellers that sell into the state, must collect state and local use tax from customers. You only pay it directly when a seller did not.

Vehicles are taxed separately. Instead of the regular retail sales tax, cars and trucks are taxed under Oklahoma’s motor vehicle excise tax system when they are titled and registered. Check the current amount with Service Oklahoma or a licensed tag agency before you buy.
