Why Washington’s sales tax is so high
The Department of Revenue calls retail sales tax Washington’s principal tax source, and the state has no personal income tax on wages. The state rate is 6.5%, and cities, counties and transit authorities add local rates on top. The average combined rate is 9.57% and the highest is 10.7%. Seattle is at 10.55%.
Sales tax is charged where the customer receives the goods or service (it is destination-based). A store in Bellevue delivering a couch to Tacoma charges the Tacoma rate. Rates can change every quarter. The Department of Revenue (DOR) publishes a Tax Rate Lookup Tool, a mobile app, quarterly rate tables and a free address-matching service for businesses.
Groceries and prescriptions are exempt
Food and food ingredients, food bought with SNAP benefits and prescription drugs are on DOR’s list of retail sales tax exemptions. Restaurant meals are not covered by the food exemption.
Most other goods are taxable, including clothing, which has no exemption or tax holiday. So are many digital products: if something is taxable when sold in physical form, it is generally taxable in digital form too, such as music files and audiobooks. A $150 winter jacket in Seattle carries $15.83 of tax.
Services taxed since October 1, 2025
Since October 1, 2025, a 2025 law (ESSB 5814) has required sales tax on a range of business services that used to be exempt. If you buy these, your provider should now add sales tax to the invoice. Some new exclusions and exemptions took effect on July 1, 2026: new exclusions for live presentations, an exemption for certain services bought by schools and libraries, and a change to the exclusion for staff supplied to hospitals.
- Advertising services, including ad design and placement, campaign planning and lead generation.
- IT support such as help desks, network support, IT training and consulting, data processing and data entry.
- Custom website design, development and support.
- Live presentations, such as real-time workshops, webinars and courses. Accredited school classes are excluded.
- Investigation, security guard, armored car and security system services.
- Temporary staffing services.
Use tax: the Oregon shopping trip
Washington residents who buy taxable goods without paying Washington sales tax owe use tax at the same rate. This is common for people near the border who shop in Oregon, which has no sales tax. DOR’s own example is a resident who buys items in Oregon for use in Washington.
Use tax is charged on the purchase price including shipping. The rate is the state 6.5% plus the local rate where you first use the item. Example: a $2,000 e-bike bought in Portland and ridden at home in Seattle owes $211.00 of use tax. Individuals pay it through DOR’s My DOR online service or with a paper Consumer Use Tax Return.
Vehicles bought out of state or from private sellers are the most common case. Use tax on them is usually collected when you register the vehicle, by county auditors and the Department of Licensing. Car purchases use a separate motor vehicle rate table that DOR publishes each quarter.
Washington compared with Oregon and Idaho
Southwest Washington borders Oregon, which has no general sales tax. Eastern Washington borders Idaho, whose state rate is 6%. That makes cross-border shopping common, especially around Vancouver and Spokane. But use tax means Washington residents owe the difference on taxable goods they bring home and use in the state.

Checking a Washington invoice for the new service taxes
If you run a business or buy services, check recent invoices from marketing agencies, IT providers, web developers, security firms and staffing agencies. Since October 2025 these should usually include sales tax at the rate where you receive the service. DOR’s guidance is that providers should begin adding the tax, and that existing contracts may also be affected.
Services you buy in order to resell can still be bought tax-free if you give the provider a reseller permit. Not everything in these categories is taxable: DOR lists web hosting, domain registration, radio and television ads and fixed signage among the advertising-related items that stay outside the new tax. It has also set up a temporary penalty relief program for sellers who failed to collect or pay the new tax during the changeover.
Worked examples and reversing the tax
At Seattle’s 10.55%, a $1,200 laptop costs $126.60 in tax, for a total of $1,326.60. At the 9.57% average it would be $114.84. To take the tax out of a Seattle receipt, divide by 1.1055. A $55.28 total is $50.00 of goods and $5.28 of tax.
Businesses can buy items for resale without paying sales tax by giving the seller a reseller permit. Misusing a permit for personal purchases means paying the tax plus a 50% penalty, even if there was no intent to defraud.
