Salary packaging: the public hospital cap
Public hospitals and health services are FBT-exempt up to a grossed-up cap of $17,000, which lets staff pay up to $9,010 a year of living expenses (rent, mortgage, bills) from pre-tax salary, plus up to $2,650 of meal entertainment and venue hire. For a new-graduate rn on $84,420, packaging both caps in full lifts spendable income by about $3,731 a year ($143.11 a fortnight). The packaged amount is reported on your income statement as a reportable fringe benefit, which counts towards HELP repayments and some income tests. Try your own numbers in the salary packaging calculator.

How pay progression works
- Pay increments are by Year of Experience: an average of at least three shifts a week (or 48 hours a fortnight, whichever is less) over a year; working less means an extra year to advance (cl. 4.1(yy)).
- Experience counts from the date you first registered as an RN/RM/EN, in Australia or overseas, and concurrent experience with other employers counts once you prove it (cl. 4.1).
- Grade 2 runs Year 1 (graduate) to Year 8; ENs progress Year 1 to Year 6 (Cert IV) or to Year 5 (Diploma).
- A qualification allowance is paid for a relevant graduate certificate, post-graduate diploma/degree, masters or PhD (cl. 31; one allowance only).
- Higher duties for more than two hours in a shift are paid for the whole shift at the higher grade (cl. 35).

What Victorian nurses get from the November 2027 rise
The 2024–2028 agreement loads most of its value at the end. A Grade 2 Year 8 RN on $2,067.50 a week moves to $2,089.40 on 30 November 2026 and to $2,355.00 on 29 November 2027, which is $122,797 a year, $14,991 more than today and about $391 a fortnight more after tax. Graduates in Year 1 do not get the 1.06% or 9.43% rises, because their rate was lifted in the 2024 restructure.
Shift pay works differently from other states. The $114.00 Monday–Thursday night allowance is a flat amount, worth about 35.2% on a 7.6-hour shift for a graduate on $42.61 an hour, but a smaller share for senior nurses, whose hourly rate is higher.
