East Staffordshire Borough Council told MHCLG in its October 2025 council taxbase return that it had not applied the second-homes premium in 2025/26. So its 372 second homes paid the normal charge, £2,351.34 at Band D on 2026/27 rates, rather than double.
The council does charge premiums on long-term empty homes, starting after one year. The return showed 314 empty homes paying a premium: 130 empty for one to two years and 112 for two to five years (both at 100%), 44 for five to ten years (200%) and 28 for over ten years (300%). Some newly empty homes still get a discount: 32 had a 100% discount and 46 a 50% discount on the snapshot date.
Who uses Council Tax Support in Burton and Uttoxeter
Council Tax Support cost £7.32 million in 2025/26. About 60% of that, £4.42 million, went to working-age households and £2.90 million to pensioners, close to the England split. A further 190 homes were exempt because everyone living there was a full-time student (Class N), and 19,085 homes, about a third, got the single person discount.
