Flintshire charges a 100% premium on long-term empty homes and second homes, so they pay double: about £4,752.34 at the average Band D. The council says premium income supports homelessness prevention, anti-poverty work and community projects. It has also published higher rates for homes left empty for a long time: 150% for homes empty 3 years or more (a 250% bill), 200% at 5 years (300%) and 300% at 10 years (400%). The Welsh Government's 2026/27 returns still show every Flintshire empty home on the 100% rate, so check your bill for when the higher tiers apply to you.

Flintshire gives its own approved foster carers a 50% council tax discount, applied automatically. Carers who foster for Flintshire but live in another council area get a monthly grant worth the same 50% of their council tax.

Paying in Flintshire, and the "freeman" warning

Flintshire has published a warning about online claims that council tax is optional or that declaring yourself a "freeman" removes the duty to pay. The council says these claims have no legal basis under the Local Government Finance Act 1992 and can lead to court costs and enforcement.

  • Direct Debit monthly on the 1st, 8th, 18th or 25th, weekly on a Monday, or every four weeks on a Monday.
  • Half-yearly Direct Debit on 31 May and 30 September, or one annual payment on 30 June.
  • Payments can be extended to 12 months so the last one falls in March.
  • If you disagree that you are liable, contact the council first, then appeal to the Valuation Tribunal for Wales.
