Monmouthshire approved a £230 million budget on 5 March 2026 with a 5.95% rise in its own council tax. Gwent Police and community precepts take the average Band D increase to 6.1%. The council calls it a growth budget. It adds £2 million over three years for highways on top of the planned £5.5 million, £1 million above inflation for education (£96 more per pupil) and £1 million for social care. The Welsh Government says 75% of Monmouthshire's homes are in Band D or above, so many households pay more than the Band D figure. A Band E home pays £2,953.50.
Premiums and local discounts in Monmouthshire
Since 1 April 2024, long-term empty homes pay a 100% premium after one year, 200% after two years and 300% after three years. Second homes pay a 100% premium. At the average Band D, a home empty three years pays about £9,666.00. Businesses that move from business rates into council tax get 12 months without the second-home premium, a local exception added in January 2024 after the council reviewed the effect on the local economy. A local policy agreed on 5 March 2025 adds two exceptions for buyers of long-term empty homes: 6 months without the premium if the home stays empty after sale, or 12 months if it is undergoing major structural work. In 2025/26, 283 empty homes and 273 second homes were billed a premium after exceptions, raising £588,410 and £434,699. Since May 2024, Monmouthshire foster carers have received a 30% subsidy on their council tax. The Monmouthshire Letting Service offers Empty Homes Grants and Home Improvement Loans.
