North Northamptonshire Council has chosen not to charge a second-homes premium in 2026/27. From 1 April 2027, furnished homes that are nobody's main residence will pay a 100% premium from day one. This includes furnished homes between lets, so landlords of furnished rentals will need to plan for void periods. Until then, a second home pays the standard charge, for example £1,615.97 on a Band A home in 2026/27. From April 2027 it will pay double.
Empty homes: the premium now starts after one year
From 1 April 2026, the council cut the time before an empty, unfurnished home pays a premium from two years to one. Homes empty one to five years pay 200% in total, five to ten years 300%, and over ten years 400%. There is no empty-home discount: furnished or not, an empty home pays at least the full charge unless an exemption applies.
- Short lets do not reset the clock. If someone lives there for six weeks or less, the premium comes straight back when they leave.
- Buying an empty home does not reset the clock either. If it has already been empty for a year and you do not move in straight away, the premium applies from the day you take over. It stops the day you move in.
- If you are selling a home you bought or inherited, the premium starts one year after it became empty. You may get an extra year without the premium if you can show you have been trying to sell or let it.
- Example: a Band A home empty for 18 months pays £3,231.95 a year in 2026/27. Under the old two-year rule, it would have paid £1,615.97.
Care leavers and Council Tax Support
Care leavers aged 18 to 20 who were in the care of Northamptonshire Children's Trust get 100% off. The discount is added automatically after other discounts and Council Tax Support, even if someone else lives with them. From 21 to 25, care leavers are means-tested for Council Tax Support instead. A personal adviser or social worker can ask for the full discount to continue if the bill is unmanageable, reviewed every year. A reciprocal arrangement with West Northamptonshire Council means care leavers can get the discount in either area. Awards can be backdated up to 12 months, but not before 1 April 2021.
Council Tax Support is means-tested: your income is compared with a government-set "applicable amount" for your household. Savings over £16,000 usually rule you out.
