What this calculator simplifies
- Does not model the taxpayer credit phase-out (1.3% of income above the base amount). Most middle- and higher-income filers lose much of the credit, so their tax will be understated.
- The dependent personal exemption ($2,111) and phase-out bases are 2025 figures. Utah had not published 2026 amounts.
- Ignores the Social Security, retirement, earned income and other Utah credits.
Utah withholding at 4.45%
Utah withholds state income tax at a single flat rate of 4.45% for 2026. S.B. 60 lowered the rate from 4.5% retroactive to January 1, 2026, and the Utah State Tax Commission’s updated withholding tables apply to payroll periods beginning on or after June 1, 2026.
That timing means most Utah workers had slightly too much withheld from January through May. The difference is small, about 0.05% of pay, and it is returned when you file your 2026 TC-40.
No Utah W-4: your federal form drives state withholding
Utah does not have its own withholding certificate. The Utah State Tax Commission tells employers to withhold based on your federal Form W-4 and the Utah withholding schedules or tables in Publication 14. One difference from the federal calculation: no subtraction is made for personal or other withholding allowances claimed on a federal W-4, so an old pre-2020 W-4 with many allowances does not lower your Utah withholding.
Withholding builds in an allowance for the Utah taxpayer tax credit, which is worth 6% of your federal standard deduction and shrinks as income rises. Because the credit phases out, a higher earner’s effective Utah tax rate is close to the full flat rate, while lower earners pay noticeably less.

Example: what the rate cut is worth
The 0.05-point cut is small per paycheck. On a $70,000 salary it lowers Utah tax by about $35 for the year; on $150,000, about $75. Because the June 1 tables apply the lower rate for only part of the year, roughly seven months of the saving (June through December) shows up in your paychecks and the January to May part comes back when you file.

Pay rules and minimum wage in Utah
Utah’s minimum wage is $7.25 an hour, matching the federal rate. Utah’s payday law requires at least semi-monthly paydays, except that employees on a yearly salary can be paid monthly (U.S. Department of Labor summary).
Utah has no city or county income taxes and no employee-paid disability, family leave or long-term care payroll programs, so state income tax is the only state deduction on your stub.
Ways Utah workers can lower state withholding
- Pre-tax 401(k) contributions (up to $24,500) reduce federal AGI and therefore Utah income, saving about 4.45% in state tax on each dollar.
- Parents of children aged five or younger may qualify for the Utah child tax credit of up to $1,000 per child, which can reduce what you owe at filing (see our Utah income tax page).
- Bonuses are federal supplemental wages withheld at 22%. Utah tax also applies to the bonus.
