Richmond's car tax
Richmond levies personal property tax on vehicles at $3.70 per $100 of assessed value, based on the vehicle's value on January 1 and due on June 5. Virginia's Personal Property Tax Relief Act (PPTRA) partly offsets it for personal-use vehicles: qualifying vehicles worth $1,000 or less are fully exempt, and above that a percentage of the tax on the first $20,000 of value is relieved. The city's published example uses a relief rate of 22% (the 2024 rate).
That percentage keeps falling because Richmond's share of state relief is fixed at $16.7 million a year while the number and value of vehicles grow. The adopted rate was 58% in 2015, 50% from 2020 to 2022 (when the city froze it above the calculated 30%), 37% in 2023 and 22% in 2024.
For a personal car assessed at $25,000, the tax is $925. PPTRA relief is $163 (22% of the tax on the first $20,000), leaving about $762 to pay, roughly $64 a month. A business-use vehicle gets no relief. Late payment adds a penalty of 2% (rising to 10%, minimum $10) and 10% annual interest.
Real estate and meals tax
Richmond's real estate tax is $1.20 per $100 of assessed value, so $4,535 a year on a home assessed at $377,900, the Census median home value for the city. The first half is due January 14.
