Coventry's Council Tax Support is based on 'excess income'

Coventry City Council's working-age scheme does not look at your total income. It looks at how far your income is above your "applicable amount", the weekly sum the government says your household needs for basic living costs. The more your income exceeds that, the lower your band. Every working-age household pays something: from 1 April 2026 the most you can get is still 80% of the bill. People aged 66 or over can get up to 100% under the national rules.

The council's own example is a household with £250 a week coming in and an applicable amount of £220. That leaves £30 of excess income, which puts it in band 2 and gives 65% off the bill. On a Band A home in Coventry, that is the difference between £1,677.81 and about £587.23 a year.

Second homes premium only after a year

Coventry phrases its second homes premium differently from most councils. Its unoccupied properties page says that from 1 April 2025 a home that has been empty and furnished for more than one year attracts a 100% premium, unless an exception applies. So a furnished home pays the normal charge for its first year as a second home, then double: £3,914.90 a year for a Band B home.

Unfurnished empty homes get no discount. The premium is 100% after 1 year, 200% after 5 years and 300% after 10 years. Coventry publishes the full premium bills for each band. A Band A home empty for more than 10 years pays £6,709.56. The exemption for a home left empty after the owner dies lasts until probate and up to six months after. A new period free from council tax needs six weeks of occupation in between.
