Discounts and reductions
- Living alone: 25% off — a Band B bill in Shropshire drops from £1,966.36 to £1,474.77.
- Council Tax Reduction: Shropshire runs its own scheme for people on low incomes or benefits — rules differ from council to council in England.
- Disregards and exemptions: full-time students, student halls, some carers and people with a severe mental impairment are not counted; all-student homes pay nothing.
- Disabled Band Reduction: if your home has been adapted for a disabled person you may be billed one band lower (Band A homes get a reduction of 1/9 of Band D).
Shropshire's 9% rise compares with an England average of 4.9%. Councils responsible for social care can raise their own share by up to 4.99% without a referendum, districts by under 3% or £5, and police and fire bodies by fixed cash amounts — so the area total can move by a different percentage.
Why Shropshire council tax rose 8.99% in 2026/27
Shropshire Council raised its own share of the bill by 8.99% from 1 April 2026, nearly double the usual 4.99% cap for councils with social care duties. The government gave Shropshire exceptional permission to go above the referendum limit, and full council approved the rise on 26 February 2026.
The council says the extra 4% brings in about £8.8 million, so it can borrow less while social care demand rises and government funding falls. It still expects a budget gap. Its Band D share went from £1,806.67 to £1,969.09. Add police, fire and parish precepts and the average Band D bill is £2,528.18, up from £2,318.80 in 2025/26.
Empty homes and second homes in Shropshire
Shropshire has charged a long-term empty premium since 2014 and a second homes premium since 1 April 2025. A home that becomes empty and mostly unfurnished gets 100% off for its first month. After that the full charge applies until it has been empty for a year.
- The premium belongs to the property, not the owner. Selling it or changing the tenant does not reset the clock.
- To end the premium, someone has to live in the home, or it has to be furnished, for at least six weeks in a row.
- A home being marketed for sale is excepted for up to 12 months, and each owner gets this only once per home. A home marketed to let can use the exception again once it has been let for at least six months.
| How long empty and unfurnished | Premium | Band D bill 2026/27 |
|---|---|---|
| First month | 100% discount | £0 |
| 1 month to 1 year | None | £2,528.18 |
| 1 to 5 years | 100% | £5,056.36 |
| 5 to 10 years | 200% | £7,584.54 |
| More than 10 years | 300% | £10,112.72 |
| Second home (furnished, no one lives there) | 100% | £5,056.36 |
Council tax support changes under consultation
Since 2013 Shropshire has counted Child Benefit as income when it works out Council Tax Support. That means many low-income families get less help. In September 2026 the council opened a consultation on ignoring Child Benefit from 2027. It puts the cost at £750,000 to £800,000 a year. Full council is due to decide on 10 December 2026.
